When do drunks obey rules?

Sitting here having breakfast not too far off the Taconic, thinking about laws that specifically target intoxicated motorists. How can such laws be effective? Look at the laws banning cell phone use while driving. Yesterday I observed a tractor-trailer driver guiding his rig up Central Avenue literally by the elbows, as both hans were occupied typing text. Such laws make the lawmakers look good and people feel good about them, but they're meaningless in the aftermath of a crash. Enforcement, you argue? Maybe in theory. Look at the wrong-way Taconic crash. The usually omnipresent State Police seemed to be MIA as events leading up to the tragedy unfolded. Simple truth: we need to take more responsibility for our actions when behind the wheel. Period.
